I am ready to face probe over ‘cooling-off period’ provision removal case: MP Khatiwada

KATHMANDU, July 1: Ramhari Khatiwada, Chair of the State Affairs and Good Governance Committee, has said he is ready to face an investigation over the controversial "cooling-off period" clause in the Federal Civil Service Bill 2080 BS.


Speaking to the media on Tuesday after a discussion with the Speaker, Khatiwada said, “This is a serious blow to Parliament. Such a major mistake in lawmaking is unacceptable. We are in favor of an investigation. Let the probe take place first—if I’m found guilty, I’m ready to face action. But there must be an investigation, no matter who is involved.”


Earlier on Sunday, the Parliament passed the Federal Civil Service Bill 2080 BS, including the vital provision regarding the “cooling-off period,” as per which bureaucrats or civil servants must wait for at least two years to be eligible for appointments in constitutional and other institutions.

Following the passage of the bill, it has been met with backlash from the leader of opposition parties, including the leaders from the ruling alliance.


The lawmaker of CPN(Moaist Center), Madhav Sapkota, on Tuesday demanded his resignation on moral grounds.  “If he was not involved, then where did the altered provision come from, contradicting what he had signed? Even if he wasn’t directly involved, the chair and secretary should resign on moral grounds,"


Sapkota also urged a high-level or parliamentary investigation committee to punish those involved.


The Nepali Congress leader Dr. Shekhar Koirala stated that unauthorized changes made to the Federal Civil Service Bill 2080 BS are a grave offense.


Taking to his Facebook account on Tuesday, Koirala expressed that unauthorized alteration of the bill, which was presented in parliament by consensus, is not an ordinary incident but a serious crime against the country and its people, as well as an insult to the sovereign parliament.
